problem with sending HTML email

I've created the HTML content in HTML editor, then saved it as an .htm file.
Then I tried to get it into the Outlook message:
In Internet Explorer, browsed to the HTML page that I saved as a file, then,
choosed File | Send | Page by Email. -but I got page attached to message,
not inside email body.

(Mail Format is set to use HTML as its default message format)

What is problem?
