Problem with .NET Framework 3.0

My convertible pc was running fine until I downloaded the latest MS security
updates last week at which time I also decided to install .NET Framework 3.0.
After that I had problems with Windows Explorer closing unexpectedly so I
uninstalled all of the .NET Frameworks on my computer using Add/Remove in
Control Panel and then went back to the MS Update web site to download and
install them again and that made things better but I still had trouble
installing some software from Pinnacle Systems (TV tuner dongle) which, I
believe, itself tries to install .NET Framework 2.0. Now when I try to remove
the .NET Frameworks using Remove in Control Panel I get the error message "A
problem has been encountered while loading the setup components. Canceling
setup.†I have scanned my computer for viruses and spyware and didn’t find
anything so can anyone offer some advice on how I can manually remove the
..NET Frameworks and then try to reinstall them?

This is the reply that MS send me
The issue can be caused by a damaged .NET Framework component. At this time,
let's refer to the following steps to troubleshoot this issue:

Step 1: Download Microsoft Windows Installer CleanUp utility

============================================

1. Visit:
http://download.microsoft.com/download/E/9/D/E9D80355-7AB4-45B8-80E8-983A48D5E1BD/msicuu2.exe

2. Save the file to your Desktop.

3. Install this tool on your computer.

Step 2: Remove .NET Framework

========================

1. Click Start -> (All) Programs->Windows Installer Clean Up.

2. Please locate any .NET Framework software and remove it.

3. Restart the computer and see if the problem still exists.

Then go back to the XP update site and let it scan your system for needed
updates.

Peter, thank you for your response. I followed these instructions but it
didn't solve my problem because I think it's more fundamental than just a
problem with .NET so I'm going to have to reinstall my OS.
