Problem with mouse!

Hi, I have got a Advent laptop and i hate the touchpad so i have been using a
USB mouse, it's been working fine but for the last few weeks it has stopped
working occasionally. I can still use the touchpad but unless i change the
mouse to another USB port it won't work. I have tried to find upto date
drivers for the mouse as i no longer have any software for it, it's a Packard
Bell IO-3UP I would appreciate any advice you can give but would ask you to
explain things simply as i am a bit of a beginner!
I did install the xp 2 update if that helps!

If the mouse works properly when using another USB port, the previously
used port might be damaged (hardware issue). Otherwise, purchase a non-
sophisticated USB mouse (US$ 5-10) being compatible to standard MS
drivers and replace the currently used mouse. Mouse issues are caused
by hardware problems in most cases and not worth to waste any time in
searching for possible Windows and/or driver problems.

In Device Manager, open the Properties of each USB port, turn off the
Power setting "Allow the computer to turn this device off the save power".

Why should I do that. Note that I'm *not* the OP! In addition, that
option (if present) is not activated by default.
