problem with modem and usb keyboard on xpe

i have this problem:
i install usb robotics modem if i use modem and ps2
keyboard the modem work good, if i use modem and usb
keyboard (my system have two usb port), the system is very
slow and in some case the system stop and not accept the
input from keyboard, the modem is correctly installed in
controll pannel and in the diagnostic from phone and modem
component, the modem answer at the query.
Can you help me

First stupid question - does the keyboard work on its own.
Second stupid question - is the USB keyboard support and
indeed the second USB port properly enabled in the BIOS?
