Problem With Keyboard Layout?

My friend has two laptops both with the correct Regional and Language
settings English (United Kingdom).

On the newer laptop, bought a few days ago, when he presses the double
quotes key he gets the @ symbol, and vice versa.

His older laptop hadn't exhibited this behaviour before until he created a
new user account on it yesterday. When he uses the new user account he now
has the same problem with the keyboard on the older laptop.

Can anyone help?

Keyboard Language...

Windows XP defaults to US English. To set the Default input language.

Start | Settings | Control Panel | Regional and Language Options |
Languages tab | Details button | Settings tab |

Default input language

Or...

Start | Run | Type: intl.cpl | Click OK |
Languages tab | Details button | Settings tab |

Default input language

Thanks for your reply, I've checked again and the Default Input Language is
correct, i.e. English (United Kingdom). My friend is still having the same
problem.

Are there any other suggestions?
 
Go to Control Panel - Regional And Language Options. Take the Language
page and click Details.

There if you do not see United Kingdom under Keyboard for English in the
lower pane, click on Add and search for it in the lower drop down, so
you have English (United Kingdom) and United Kingdom in those two panes.
Click OK. Then in the parent page, select this combination in the
Default Input language in the top drop down, Apply, OK and Apply any
time it is available on the way as you OK out. Then close and restart
to bring it into use.
