Problem with DOS programs on Windows XP

I have problem use old DOS software(designed to program two way radios)
on Windows XP Pro.
This DOS programs not work on Microsoft's Virtual DOS machine (VDM) and
even on DOSBox full CPU emulator. It even not possible to launch this
DOS program, not only work.
I'm looking for advice for some DOS emulator that will run directly
from CD, without installation. I had such program in CD in the past,
but have lost a CD and even do not remember it name.

You might want to consider in checking out Microsoft Virtual PC system. It
supposed to allow to set up a complete PC environment which you could run a
different OS within it.
