Problem with bcc

We have a SBSWin2003. We have a sporadic problem while using bcc on
sending e-mails...When sending email with bcc, happens that the email
is sent even to someone else of the domain users. This misdirection
happens only sometimes and we don't understand why... Can anyone help
us?

One of the users having a forwarding rule configured is the most logical
answer going by the info provided.
