Problem with Administrator privileges

A person in the office accidentally moved the
Administrator user to a group that have policy and
restricted privileges...
how can I reverse the action?

You can remove users from groups using the net localgroup
command.

This person told me that from the active directory Users
and Computer, he move the Administrator user from the
users folder to a security folder called normal, where
some restrictions were applied.
And now I logon as administrator and I don't have full
privileges...
What I can do?
