Problem with About dialog in WinHelp and Sysedit

Whenever I click on the About menu item in Winhelp.exe or
sysedit.exe (or any other 16-bit app that uses
ShellAbout), nothing happens unless I bring up the Open
dialog (in Winhelp) and choose Network, close both
dialogs, retry the About, and it appears as it should. Is
this some kind of bug or is it supposed to happen?
