I have two possible suggestions for this,
Check out these two area of the registry that run things
on start up, use regedit.exe
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersio
n\Run
and
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion
\Run
Look for things that might be opening this folder.
Have you disabled saving the current state of the deskop
on shutdown? If so then sometimes it always uses the state
it was in before you disabled it, try enabling it again
and shutting down with an empty desktop
