problem while opening VBA template through intranet

I have a VBA template with lot of forms etc ...and in the forms data is being fed from the excel sheet. on worksheet open event the form is initalised... I put this template on the intranet and open it through browser...about 100 people tested it, it works fine for 90% systems. But for some reason on just handful of machines what happens is that when they open the template it doesn't show the form but the excel sheet ....but the form is open...and to get to the form you have to alt + tab.....

Does anyone have any hint/idea what could it be....

Do they have macro security set to high or don't have a required add-in installed?
