problem unregistering and registering program

I am having problems deleting and installing a program.
An error message comes up as follows when I install the
program.

Error 1905. Module
C:\WINDOWS\System32\pcoGarmin.ocx failed to register.
HRESULT.

When I delete the program the exact same message comes up
except it says "pcoGarmin.ocx failed to unregister".

Any help would be greatly appreciated.
