Problem shutting down computer

I am using a desktop PC with Windows XP home. About 10days ago my PC suddenly
developed unusual shut-down procedure. I go to 'start', then 'Turn off
computer' and click on 'Turn off'. Nothing happens. I then repeat the same
procedure and my PC begins shut-down procedure without fail. This happens
every time I want shut down my PC.
Just before this unusual shut-down procedure started I had not installed any
new programs.

How long do you wait for it to shut down?
Sometimes it doesn't respond immediately.
It is busy doing something else.

You can try to isolate the problem by
Killing each task using task manager.
Drop it down to the bare minimal tasks,
then try shutting down.

Actually in the beginning I did not realise my PC has a shut-down problem. After I clicked 'Turn off', I went away without waiting for PC to shut down. Came back hours later and found the PC still running. I had also checked Task Manager and confirmed nothing running.

Your suggested solution did not work. Thanks all the same. I have had
shut-down problems before but never like this. I have to repeat the procedure
a second time when the computer without fail(so far) will shut down. The 2nd
attempt can be immediately (about 20-30 seconds) or many hours after the 1st
attempt.
