problem setting up Outlook 2007 on Windows Vista

I have Windows Vista and just installed Office 2007, including Outlook 2007.
I am logged in as the administrator on the computer, but for some reason when
I try to modify the email settings in Outlook nothing happens. I've gone to
Tools, Options, Mail Setup....and when I try to click on Email Accounts
nothing happens. The same thing (nothing) happens when I choose Email from
the Start menu and try to click on Email accounts. Is this a security issue?
Its driving me crazy.
