Problem sending meeting requests from Outlook 2007 to 2003

This is a client of ours who has Outlook 2007; when he sends a meeting
request to us (we have Outlook 2003) the requests get converted to
plain messages. Is this a bug, or something in the settings?

How are they sending them? Forward? Invitees? If forwarding, what option
are they choosing?
