problem Reply to All. when clicked, People in Cc appear in To

In Outlook 2007 if someone sends me a message with a Cc: to somebody and I
hit "reply to all" everybody who was on the "Cc:" list will automatically
move to "To:" list - on one line. I would like to change that. When I hit
"reply to all" - people who were in the "Cc:" field will stay in the "Cc:"
field without moving to "To:" field.

Hm. Doesn't do that on my Outlook 2007. What type of mail server?
