Problem opening new windows from links or buttons.

When clicking on a link/button that's supposed to open a new window, IE
stalls out just after displaying the outer frame of the new window. Any
fixes? The fix at the MS site didn't work (re-registering DLLs).

Forgot to mention, it's Win 98.
