Problem opening links in new window

Our school website is set up to open the weekly newsletter in a new window
and page one comes up fine, underneath the menu bar that appears on all
school website pages (it's a link to another website where the newsletter
resides, but it still shows the school URL, not the new site's). But, if you
click on the navigation bar WITHIN that window, to get to Page 2 of the
newsletter, for example, only the menu bar remains but the other pages never
show up. It only happens on machines running XP with SP2. The XP SP1
machines navigate just fine. It's definitely not a spyware issue or a
conflict with Norton or McAfee, because I have checked it out on two
brand-new machines that don't have either of those loaded yet. It's as if
something is blocking these SP2 machines from navigating forward within the
new window. Can anybody help? thanks so much!! (I hope this makes
sense...I am new to this.)
