Problem opening ie, my computer etc

I can't open the following:
Internet explorer
Windows explorer
My computer
control panel
various other programs

Other applications run fine.

Have run a virus check and it showed no viruses
Also downloaded Service Pack 4 on another PC and ran it,
but made no difference.

Help!!!

There was a similar post to this in which the cure apparently was in
Internet Options/Advanced setting to defaults.
Whether that'll help?
 
I've looked through this forum and found a couple of
suggestions, each of which I've tried with no success:

1) Downloading and installing SP4 (i.e.- reinstalling it).

2) Merging the following into the registry:

I'm a still having the same problem. Cannot open My
Computer, My Documents, My Network Places, Internet
Explorer or any folders placed on the desktop. Can't
launch them from the start menu or the task manager either.
Cannot open Control Panel or anything else in Start->
Settings.

The search continues...

No... Cant open inernet explorer, so I cant enter
options/advanced.
