problem opening icalendar

We use Outlook 2003 - one of our users has downloaded an .ics (icalendar)
file from a website that he wants to import into his own calendar in Outlook.
When he uses the import/export wizard, it says it's not a valid file or
corrupt. When he tries opening the file from his desktop by clicking on
'open with' then choosing Outlook.exe, it just adds it as an attachment to an
e-mail message!
How can he get the .ics file content into his Outlook calendar?
