problem opening excel documents with windows xp and office 2000

I am having a problem opening an excel file on a web page. When it opens it
doesn't prompt me to open/save etc it just opens it in another page not
excel. When I try the same file with windows xp and office 2003 it works.
When I try it with windows 2000 and office 2000 it works. I can't seem to
find out why it doesn't work with windows xp and office 2000. Any help or
ideas for solution would be greatly appreciated.
