Problem moving or deleting file

Sometimes I get a file that when I try to delete it or move it to another
directory it comes up with a message that it cannot be moved/deleted because
it is being used by another person or program. There is no other person
that could be using it and no program running that also could be using it.
What is causing this and how can i fix it?
