Problem in Sharing database for linked table from other database .

In our office on the network we have three databases in Microsoft Access
which were initially on the 97 Version, but now I have upgraded it to 2003
Version.
There is one database we can call it a parent database, as from this
database many tables are linked to other two databases, and setup on network
is something like that EVERYBODY have "Read, Read and Write Permission" for
this database and cannot access the folder where that database is.

And other two databases for prospective group have rights according to the
requirement.
But it is giving error if one user who have full control of the database,
open database on his machine other user cannot access that database.

Can you explain me the reason or can guide me to some site where Ic an get
detail idea about tis

Everyone needs to have Full Permissions to the Folder where your "parent
database" resides.
