Problem in Additional domain controller for an existing domain

Dear Sirs/Madam,
I try to add a new DC to our current DC as a "Additional
domain controller for an existing domain". when I set all
settings as the below summary:

Configure this server as an additional domain controller
for the domain "house.com".

Database location: C:\WINNT\NTDS
Log file location: C:\WINNT\NTDS
Sysvol folder location: C:\WINNT\SYSVOL
****

In configuring Active Directory I got below Error:

****
The operation failed because:
Failed finding a suitable domain controller for the domain
house.com
"The specified domain either does not exist or could not
be contacted."
*****

What should I do to add this new server as a another DC in
my domain?
Please note this new server is a member server, has a
static IP in the same rang of my domain.

What are DNS settings on the server you are trying to promote ? It has to
point DNS settings to your AD DNS server, as it must resolve your domain
name. If this is not the case, then verify your DNS server if there are
records present in its database.
