Problem Digital Signing Encrypting

I have a user based problem, one user is affected only.

This user is unable to sign or encrypt, nor receive encrypted e-mails.
E-mail cert is installed and verified properly (we have 6000 users with
certificates, we know how to install certs).

In outlook 2003, user is not given the option to encrypt to sign e-mails.
These buttons and all options where they can be found in various menus are
greyed out. However, the certificate is listed just fine and configured
properly in the security options.

Again no other users have this problem on this workstation.

I am currently checking to see if the user is able to sign e-mails at
another workstation, but I am waiting for someone to make that happen in the
meantime.

Any help appreciated.

I have seen problems in the crypto store whereby it will show correctly in
IE or in certmgr, but Outlook cannot access it. The only way we've been
able to fix that is to recreate the person's Windows profile.

Brian,
We've actually already done that without success. Our next step is reimaging
the machine if we can't find the root cause.
