Problem creating a VPN connection

When creating a VPN connection, the vpn connection still wants to dail a
connection even though I selected VPN connection....

XP Professional, SP1 and all other package except SP2

After Q813138 is applied - WIN minport Llt2 is disable in Device Manager.
Enable that you will be about to create a vpn connection that will not dail
the phone.
