problem creating a subform

I have attached photo of the problem i am facing is creating a subform i get "Can't find project or library"
this error appeared in a databse i have been working on.
any object that try to add to the form after the error appears I get the same message
I created a new database imported all forms still get the same problem
I installed the database on another pc the problem did not arise
I even re registered all dll files still nothing changed
