Problem adding printer from command line

I am using rundll32 printui.dll, PrintUIEntry to add a remote networked
printer for all users on my XP workstations. I can successfully add the
printer for all users, however, I cannot set the printer to the default for
all users. When I try to use the /ga and /y parameters in the some command,
I receive an error and the command fails. I can run multiple commands, one
using /ga for all users, which creates the printer for all users. I can also
use the /y, for the default specification, but it doesn't apply the change to
all users (only the user running the command). How can I install the printer
and specify it as the default for all users of the machine?

That is the article I was using as my reference to create the printer.
Unfortunately, I already have a printer installed and it is the default
printer. I can create the printer for all users (/ga) or I can set it as
the default for the current user (/y), but I can't do both. When I try to
combine the /ga and /y parameter, I get an error message and the command
fails. If I could combine the two parameters, I would be in good shape.
