"Private" message cannot be forwarded using rules - Outlook 2003

I am having difficulty getting messages sent with Sensitivity set to
"Private" to forward automatically using rules. The rules are defined
correctly and if you open the rule definition box and hit the Run Now button,
it will correctly forward the appropriate messages in the Inbox. But it does
not work otherwise. If the message is sent with "Normal" sensitivity it does
work automatically.
 
I haven't verified your findings but you can always work around this by
using a rule first to change the sensitivity level of the message and define
your forward rule as a second rule.
 
How do you change the sensitivity of a message? There doesn't seem to be an
option for it within the Rules utility. And when trying to change the
sensitivity manually, the option is greyed out.
