Priority order in conditional formatting

I have a spreadsheet that has several conditional formatting rules. I have
them in the order I want, but when i copy the sheet to make a new one the
order changes.

Does anyone know how to correct this?

Which version of Excel? How many rules? I've never seen such a problem.
 
2007 and there are currently 5 rules with the possiblity of more being added
later
