Yes. Control Panel -> Printers and Faxes -> Add Printer -> Next -> Local Printer -> Create a Port -> Standard TCP/IP Port -> IP Address of network printer.
This makes the XP machine a print server, but the printer will be available for all users that logon to this machine.
