Is it possible to set up mail to print without the "TO:" lists, and if so, how?

Not directly, the headers are hard coded into the application.

You can copy the contents of a mail to WordPad, Notepad etc and print from
there.
 
You can save the message to the Desktop and rename it from eml to mht and
then it will open in IE and you can print it from there.
