Is there a freeware utility that will simply print 2 3/4 X 6" personal
checks without all the accounting functions?

This may help.
Qchex
https://www.qchex.com/
Free online check/cheque printing system. Qchex.com is a financial
service for consumers and businesses. It allows users with internet
access and an existing bank account to instantly send bankable checks
to anybody's email address, thus by-passing all handling, postage and
banking fees associated with pre-printed checks. Upon receipt, Qchex
are printed out on the recipient's desktop printer including all
characteristics of a regular check.

Others here.

I thought the OCR characters at the bottom of checks had to be printed
with special magnetic ink? It's called Magnetic Ink Character
Recognition (MICR).

From http://www.advancemeants.com/draft/techsupp.htm:

Most banks now use OCR (Optical Character Recognition) to read the MICR
font line on checks and regular laser toner is somewhat magnetic, but to be
on the safe side you should use MICR toner if your checks are being
rejected.
