Printing custom labels

I have a custom sized label 3" high x 5" wide that are not part of a sheet.
There is a pre-printed return address across the top and left side therefore
I need to drop down 1 1/2" from the top and indent 2" from the left.

How do I set the parameters in Word 2007 to do this?

Since Labels are actually tables, I would adjust the inside margin of
your table cells to ensure that you begin typing in the correct
location.

Set up a 3" x 5" document (assuming your printer can handle this) with
appropriate margins.
