I have windows xp with a hp deskjet820 cse printer. I
tried to upgrade the printer with no luck and when I
tried to reinstall the hp it said I needed windows 95
control panel to load. I can't get the 95 in the
xp ...Help

You need to CORRECTLY uninstall and reinstall.....

And you appear to be trying to use Windows 95 drivers on an XP PC..... as
you have discovered, they do NOT work and were never supposed to.

Since this is such an old and discontinued printer, HP decided not to write
updated drivers. Microsoft included drivers with XP so that you can still
use it.

After the reboot, use the Add Printer Wizard to install, XP will find the
correct drivers.
