Printer errors out after turning it off and then back on.

We usually turn on the computer all day. After turning on the computer we
turn on the printer when we need to use it. We then usually turn the printer
off. If we need to use the printer again (2nd time) it will not work until a
full system restart. We do not like to leave the printer on since it is a
waste of energy and also shortens the life on the scanner bulb (HP PSC 500
3-in-1) We use Windows XP Home Edition with Service Pack 2. This is very
frustating. We have never had a problem until we switched from Win 98SE to
Windows XP. We have already contacted HP so please do not tell me to check
out HP's site.

I would think the scanner bulb is only on when scanning, so leave the printer
on, mine is an hp all in one, and the bulb is only on when scanning, I leave
it on all the time. is this a USB device?
