Printer driver blocked

I am trying to install a printer on my new Dell with Vista and have the
install disk but I get a message "Unable to install printer. The printer
driver is not compatible with a policy enabled on your computer that blocks
NT 4.0 drivers. " How do I unblock it? The security features on Vista are
driving me crazy!
