Previously viewed folder shows even when its not checked in options

Anyone have any idea why when i log on the system32
folder shows even though the show Previously viewed
folders check box is NOT checked in folder options.

to Item No. 260. In the right column, click on "System32 Folder Opens
Upon Boot". Download this repair file and then run the repair.
