Preview pane doesn't display external CSS in HTML mail

In Outlook 2003 the preview pane will not render an HTML email with an
embeded CSS link in it properly. When I forward the email, it renders
properly. The emails were SMTP emails. This feature worked fine in Outlook
2000.

This makes sense when you realize that Outlook 2003 by default blocks all
external content when reading messages. It does, however, download the
external content when you print or forward a message.
