Preventing program from being closed by unauthorized user

Required to have a particular piece of software running all the time although
it is okay for it to be minimized. The computer is available for general use
and people are closing the program instead of just minimizing it. Is there
any way to require some kind of administrative status or password in order to
close a particular program.
