SVCHost.exe preventing programs from loading

I have noticed an unusual problem that I have never
experienced on any version of Windows. I will be in the
middle of something, then decide to load a separate
program (say internet explorer, outlook, notepad, or all
of the above). They won't load. I can click them as many
times I want, but to no avail. It just happened a few
minutes ago. No programs will load until I force the
computer to reboot (then right when Windows is shutting
down they all open at once). I went through my task
manager and started closing programs that had any kind of
memory usage over 3,000KB. I found multiple instances of
SVCHost.exe running. I closed the one with 14,000KB
occupied. Immediately, all the programs that I had
clicked opened. It seems it had put them (programs) in
que until something was completed, although I don't know
what. It's really annoying. Especially, since I lost all
Windows XP feel (blue top bar, the red "X" to close the
window) So, I reboot, and everything is better.
Any ideas?

I've experienced the same thing but never thought to look
at other running programs. I also have a strange thing
that happens with my graphics viewer of choice, ACDSee.
When I click on a graphics image in Explorer or any other
program, ACDSee will open TWO instances. If I close one
and minimize the other then any other clicks on graphics
files will load just one more instance. XP is the the
source of the problem because ACDSee operates fine on
other machines with Me or Win 98. ACDSee tech support has
not responded to my inquiry on the problem.
