You could download Spybot Search & Destroy from:

Use this application as is, you will be surprised what it finds.

Now to answer your original question When you have cleared the rubbish
your kids have put on the machine, go to start>programs>SS&D (advanced
mode)>immunise>check the 3 items at
the bottom, this will disable the tools>internet options feature of IE, (you
now know how to disable it if you need to), but sadly if they know how to
clear history via the control panel - tough

You could add a Registry restriction that would disable that function.

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel]
"History"=dword:00000001

Note: to affect *all* users add the below:

[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control
Panel]
"History"=dword:00000001

Value Data: (0 = disable restriction, 1 = enable restriction)
Note: always Export before editing. Close Regedit and reboot.
