Preventing downloading of unwanted exe files

I just spent a fair bit of time removing some files which I think was
spyware.The source was an .exe file found in the Temporary Internet Files
folder. How do I prevent I.E. from downloading and opening of .exe files
without permission?

Make sure programs cannot just download on your computer without your
permission. From the Internet Toolbar, go to Tools > Internet Options >
Advanced. Make sure "Enable Install On Demand (Internet Explorer)" and
"Enable Install On Demand (Other)" are unchecked.
