Preventing deletion of .tmp files

Is there any way to prevent a website from deleting its .tmp files
when you exit the website? If I try to copy the files I get a this
file is in use and cannot be copied message but as soon as I leave the
website the .tmp files are automatically deleted. I've tried changing
the attributes to read only and I've also tried denying the system the
ability to delete files in the temp folder. Neither solution worked.
I'm using IE 6.

I suspect it's not the websites that are deleting the temp files, it's IE.

Go to the Tools menu, and click Internet Options. Click the Advanced tab. In
the "Settings" box, scroll down to the section labeled "Security," and click
to check the box next to the "Empty Temporary Internet Files folder when
browser is closed" option. Click OK to finish. This option does not delete
cookies, but it will clear your cache of other files when you close your
browser.
