Prevent users from creating subfolders BUT...

....Allow them to MODIFY files in the same folder that they can't create
subfolders in.

I have a windows 2003 server which plays the role of our file server.
Our users go nuts creating subfolders that only mean something to them.
After a while this becomes unproductive becuase others can't find what they
need.

So, we would like to prevent them from creating subfolders BUT allow them to
create AND modify files in the root folders.

I know you can go to the advanced portion of the windows security tab and
remove the right to CREATE FOLDERS / APPEND DATA but I need them to be able
to work on their files and, well, append data to their files.

Any one have any suggestions?
