prevent deleting desktop icon

I'm using Windows Xp with public computer at school, some students delete
some desktop icons, how can I prevent them from deleting these icons

delete some desktop icons, how can I prevent them from deleting
these icons

Make the profiles mandatory or put the icons in the "All Users" profile and
manage the file/folder permissions so that *users* on this computer cannot
do more than read/use these files (in the All Users profile area.)
