Pressing enter to change cell

How can you make it so the when the enter key is pushed, the highlighted cell
changes to the cell directly below it, my computer at home does this but my
work one does not, is it possible to change it so that it does change?

Tools-->Options-->Edit-->Move selection after enter

Tools>options>Edit>Move Selection After Enter> Select "Down" form the drop
down.
