press ctrl alt del to logon error

winxp PRO logging on to domain network
when i start the computer it needs to press CTRL ALT DEL to logon

Nothing happens it seems that mouse and keyboard are not working
(they DO work in the startup options and bios)

what can be wrong
how do i solve the problem

when I boot in safe mode the logon does not work either
it seems like the logon is not reacting on ctrl alt del...
