predefined folder

When I left click the start button and go to explore how
can I get the "folders view" on the left of the window to
automatically hilight a predefined folder instead of
that "C:\Documents and Settings\%username%\Start Menu"
folder?

You don't.
When you open a folder, the Folders pane will show you your current
location.
When you choose to "Explore" the Start Menu, you are basically opening it
like you would any other folder.
