prblem reports and solutions

My problem reports and solutions is not working because it's always said: "It
is not possible to show the solution" - Reasons - Either you are not connect
to the interne or the Microsft server is having problems. Please try againg
later.
But this is happen already for long time.
can someone help me on this?

Im having the same problem! Is there anyone that know what to do? seached
every corner of the internet without finding a solution to this problem

I use no firewall and I use avira antivirus.
But after i formated and resinstalled windows i havnet installed the
antivirus yet and im seeing the same
